Urgent action needed to protect recovery: IMF chief (Reuters)

JACKSON HOLE, Wyo (Reuters) ? The new head of the IMF on Saturday urged global policymakers to pursue urgent action, including forcing European banks to bulk up their capital, to prevent a descent into a renewed world recession.

"Developments this summer have indicated we are in a dangerous new phase," International Monetary Fund Managing Director Christine Lagarde said on Saturday at an annual conference hosted by the Kansas City Federal Reserve Bank.

"The stakes are clear; we risk seeing the fragile recovery derailed. So we must act now," she said.

Two years after the end of the worst of the financial crisis, growth in the United States and Europe is sputtering as debt burdens rise. Volatility in financial markets has intensified strains on banks, further undercutting the meager global recovery.

Policymaker indecision on both sides of the Atlantic has shaken public confidence.

European leaders are fighting over who should pay the bill for taming a raging sovereign debt crisis.

In the United States, lawmakers and President Barack Obama fought a contentious budget battle earlier this summer that Federal Reserve Chairman Ben Bernanke warned here on Friday had shaken confidence and sapped U.S. growth prospects.

Lagarde said the Group of 20 leading economies should use a meeting in November to address the global economy's woes in a convincing fashion.

Obama spoke with Germany Chancellor Angela Merkel on Saturday, and the White House said the two leaders vowed to act to shore up a global recovery that now looks at risk.

Advanced economies must forge long-term plans to bring their debt under control, but at the same time should not pursue belt-tightening so fast that it imperils recovery, Lagarde said in her first major speech since taking over the top IMF job from Dominique Strauss-Kahn in July.

"Put simply, macroeconomic policies must support growth," the former French economy minister said. On Friday, she reiterated the same point in a phone conversation with Obama, in which the White House said they agreed on the need for policies to spur job creation.

"Monetary policy also should remain highly accommodative, as the risk of recession outweighs the risk of inflation," Lagarde said, adding that central banks should stand ready to jump back into unconventional policy actions if needed.

In his speech on Friday, Bernanke stopped short of promising the Fed would resume the bond buying that has been the centerpiece of U.S. monetary policy for the last few years, but he said the central bank would discuss options for further easing, and the need for it, at its next meeting in September.

European Central Bank President Jean-Claude Trichet, who appeared alongside Lagarde, emphasized the need to safeguard price stability as a foundation for healthy growth.

"It is something we consider absolutely essential for confidence," he said.

EUROPEAN BANK STRESS

Opening a new front in dealing with financial strains at European banks, Lagarde called for a "mandatory substantial recapitalization," through private channels if possible, but otherwise through some form of public, Europe-wide funding, such as the European Financial Stability Facility.

Shoring up banks is key to "cutting the chains of contagion" of the continent's spreading debt crisis, she said.

Europe's banks have been under pressure to raise more capital after stress tests last month showed their potential vulnerability to losses on European sovereign debt, particularly Greek bonds.

Lagarde said individual European countries must also put in place deficit-cutting plans with a "credible finance path" -- including continued support from the ECB.

In the United States, the focus on long-term fiscal consolidation must not ignore the importance of fostering near-term growth, she said.

"After all, who will believe that commitments to cut spending can survive a lengthy stagnation with prolonged high unemployment and social dissatisfaction?" she asked.

Policymakers must also stop the slide in the U.S. housing market, which is dragging on U.S. consumer spending and slowing the recovery, Lagarde added. The nation could turn to intervention by government housing finance agencies and more aggressive programs to reduce homeowner debt, she said.

Lawmaker seeks new information over phone hacking (AP)

LONDON ? A leading lawmaker examining the country's phone hacking scandal called Wednesday on Rupert Murdoch's news empire to confirm whether it is paying the legal fees of the ex-editor of the News of The World.

Andy Coulson quit in 2007 as the editor of the now shuttered tabloid after a reporter and a private investigator were jailed for hacking into the voicemails of royal staff. Soon after, then-opposition leader David Cameron hired him as his communications chief and kept him on when Cameron became prime minister in May 2010.

Coulson quit Downing Street when police reopened the investigation into phone hacking this January.

He is among 15 people arrested in the scandal ? only one of whom has been cleared so far. Coulson denies any wrongdoing, but allegations against him and about his ties to News Corp. have continued to mount.

News Corp.'s British arm, News International, declined to comment Wednesday on a Financial Times report which claimed the company was still meeting Coulson's legal expenses.

"What it is about this news and information conglomerate that prevents them from giving a yes or no reply to a straight question," opposition Labour Party lawmaker Tom Watson said.

Watson has been a leading figure in the campaign to expose illicit practices in British journalism, and is a member of Parliament's Culture, Media and Sport Committee, which is investigating the scandal.

"I call on James Murdoch to just say whether or not his company is paying Andy Coulson's legal fees," Watson told The Associated Press.

News International has also declined to discuss a previous BBC report that claimed Coulson received severance pay amounting to several hundred thousand dollars in the months after he quit in 2007, including during a period after he was working for Cameron.

The BBC, which did not cite sources, reported that Coulson had also kept his health care plan and company car. Coulson received a reported salary of about 300,000 pounds ($490,000) as editor of the tabloid.

According to a report in the Guardian Newspaper, Coulson's failure to disclose those payments and benefits when he was in possession of an access pass to parliamentary estates put him in breach of House of Commons rules.

The records also show that for at least two months after he resigned from his position as No. 10's head of communications in January this year, Coulson continued to hold a parliamentary pass, sponsored by Downing Street, which allowed him access to parliament as a No. 10 employee.

LONDON (AP) ? More than two weeks after riots, Britain's government and police met social media executives Thursday to discuss how to prevent their services from being used to plot violence.

But authorities did not seek new powers to shut down Facebook, Twitter or BlackBerry Messenger in times of crisis.

The four days of rioting, triggered by a fatal police shooting in north London's Tottenham area on Aug. 4, were the worst civil disturbances to hit Britain since the 1980s, and left a trail of looted stores, torched cars and burned-out buildings in several English cities. Five people died in the violence, including three men run down by a car as they protected stores from looters in England's second city, Birmingham.

Police and politicians claim young criminals used social media to coordinate looting sprees. Prime Minister David Cameron has said police and intelligence agents would look at whether there should be limits on the use of social media sites or services like BlackBerry Messenger, which is simple and largely cost-free, in times of disorder.

Civil libertarians have reacted with alarm to suggestions the services could be shut down.

A group of rights organizations including Amnesty International and Liberty wrote an open letter to the government before the meeting with executives of Facebook, Twitter and BlackBerry maker Research in Motion Ltd.

The letter said "new measures, made in good faith but in a heated political environment, will overextend powers in ways that would be susceptible to abuse, restrict legitimate, free communication and expression and undermine people's privacy."

A Home Office spokeswoman said before the meeting that there was "no suggestion" the sites would be closed down.

Afterwards, the government said the discussions "looked at how law enforcement and the networks can build on the existing relationships and cooperation to crack down on the networks being used for criminal behavior."

"The government did not seek any additional powers to close down social media networks," a Home Office spokesman said on condition of anonymity in line with government policy.

Research In Motion called the "positive and productive," saying the company was "pleased to consult on the use of social media to engage and communicate during times of emergency."

Facebook said it already took down threats of violence and other offending material, and was working on making the process speedier.

"We look forward to meeting with the home secretary to explain the measures we have been taking to ensure that Facebook is a safe and positive platform for people in the U.K. at this challenging time," the company said in a statement.

Several people have been charged with using social media to incite riots, including two men who were jailed for four years each for using Facebook to "organize and orchestrate" disorder. The riots the two called for never happened.

A senior police officer revealed last week that the force had considered seeking approval to switch off such services like Twitter during the mayhem, but decided against it.

The acting chief of London's police force, Tim Godwin, told lawmakers that the legality of such action was "very questionable," and social networks were a useful intelligence asset.

Police used Twitter to provide information updates during the riots, and said they sent officers to protect major London shopping centers and the 2012 Olympics sites after intercepting messages on Twitter and BlackBerry Messenger saying they were targets for rioters.

The issue of curbing communications is extremely sensitive for democratic governments.

Earlier this month, transit authorities in the San Francisco area cut cell phone and wireless data service in subway stations earlier this month to disrupt plans for a protest.

The move drew unfavorable comparisons to former Egyptian President Hosni Mubarak's attempts to cut Internet access to quell demonstrations protesting his regime.

Leaders of the San Francisco Bay Area's transit agency have since said they may adopt a policy allowing police to turn off wireless communications on train platforms ? but only in extreme public safety circumstances.
