Florida's Hurricane History, Second Edition, by Jay Barnes As Tropical Storm Isaac and the Republican Party both converge on Tampa within the next few days, we welcome this guest post from hurricane expert Jay Barnes, author of Florida?s Hurricane History.

Thus far, Tropical Storm Issac has captured significant attention this hurricane season, as the first storm to show potential for threatening the U.S. with hurricane force. Of course, a lot remains to be seen about its forecast track, and particularly how much energy it can muster after dragging across Haiti and Cuba before heading our way. It?s early, and the news media in particular wants to get in front of the story, but at this point Issac could end up as an uneventful rainmaker across southwest Florida and perhaps a category-one hurricane on the panhandle coast.

It?s not likely to be an epic event in our hurricane history, though as all hurricane aficionados will tell you, even tropical storms or category-ones can be deadly and destructive. Just ask anyone from eastern North Carolina through New England who suffered heavy damages from Hurricane Irene last year.

Much of the news coverage for Issac has focused on Tampa, host city for the Republican National Convention set to get underway on Monday. There?s good reason to focus attention on Tampa too, because along with the entire Tampa Bay area, it is the U.S. city most vulnerable to a major hurricane.

What? Not New Orleans? Well, for a variety of reasons, Tampa has more at stake. It has a considerably larger metropolitan population, a more challenging evacuation situation, and a complacent citizenry that has never experienced a direct hit from a hurricane in its collective lifetime.

In late summer 1935, Tampa was embroiled in perhaps its greatest period of political turmoil. A corrupt city government was at odds with a rival party, and violence disrupted public meetings and opposition rallies. It was all about to come to a head with municipal elections scheduled for September 2. National Guard troops were called into the city to prevent riots. But on Election Day the city was hit with the remnants of the Labor Day Hurricane of 1935, the category-five monster that killed hundreds in the Florida Keys. It tracked northward into the Tampa area, and arrived just in time to thwart political violence. With meager voter turnout due to high winds and heavy rains, Mayor Robert E. Lee Chancy was re-elected, reforms were adopted, and Tampa climbed its way out of the Great Depression.

Will Issac disrupt the convention next week? Quite possibly. Could the Democratic National Convention scheduled for Charlotte after Labor Day be affected by an approaching storm? Maybe. But aside from any specific tropical event, the forecast calls for political winds to continue gusting right into November.

A New Jersey casino has sued a group of gamblers who won $1.5 million after they allegedly realized the eight decks of cards used in a game of mini baccarat were not preshuffled.

The Golden Nugget in Atlantic City, N.J., filed suit against the gamblers and playing card company Gemaco after 14 players collectively won $1,536,700 in 41 winning hands.

As the same sequence of cards kept appearing April 30, the players increased their bets from $10 to $5,000, the casino alleged.

"The gamblers unlawfully took advantage of the Golden Nugget when they caught onto the pattern and ... by passing money to fellow gamblers in order to place bets in excess of posted betting limits," the casino said in a statement.

In a lawsuit filed in New Jersey Superior Court, the casino cited gambling regulations that state gaming odds must be fair for both sides.

The Golden Nugget is seeking a return of the $558,900 it paid out to several of the players and the nearly $1 million worth of chips.

Benjamin Dash, attorney for the gamblers, said his clients, who did not know each other, were "playing the game lawfully."

After paying out a portion of the winnings, the casino managers became suspicious. Convinced they were watching a "sophisticated swindling and cheating scheme," they refused to cash in the remaining $1 million in chips.

No evidence of a scheme was found. On May 1, the Golden Nugget said it learned by "direct admission" from Gemaco's CEO that the decks used in the baccarat game were unshuffled, despite being touted as preshuffled, certified decks.

ABCNews.com was unable to reach Gemaco for comment.

Three of the gamblers filed a countersuit against the casino alleging they were discriminated against because of their Chinese heritage.

"All of the players were Asian [and] none of their chips were honored," Dash said. "In New Jersey, a chip is evidence of a debt."

After the win, Dash said, one of his clients was assaulted when he answered the door of his hotel room.

The man was pinned against a wall and his belongings were searched, Dash said. He was then held in a room without access to food, water or an interpreter, according to allegations in the countersuit, which identifies no particular assailant.

The Golden Nugget called the claims "completely false."

"[We] would never discriminate against anyone, including the Asian community," the casino said in a statement. "In fact, the Golden Nugget designed and built an Asian gaming area and restaurant to specifically attract Asian guests to the casino."

The case will be heard Aug. 31.

In his quest to discover the source of true enlightenment and fulfillment, lasting happiness, and healing for society, he discovered that the source of happiness is not in material wealth and possessions.

The Bible addresses the importance of establishing priorities: ?Where your treasure is, there will your heart be also? (Matthew 6:21). The Bible advises: ?Godliness with contentment is great gain. For we brought nothing into this world, and it is certain we can carry nothing out? (I Timothy 6:6, 7).

Mary Baker Eddy, the founder of the Christian Science Church, states, ?Happy are the people whose God is All-in-All, who ask only to be judged according to their works, who live to love? (?The First Church of Christ, Scientist, and Miscellany,? p. 127). And in her book ?Science and Health with Key to the Scriptures,? she offers this look at riches: ?The rich in spirit help the poor in one grand brotherhood, all having the same Principle, or Father; and blessed is that man who seeth his brother?s need and supplieth it, seeking his own in another?s good. Love giveth to the least spiritual idea might, immortality, and goodness, which shine through all as the blossom shines through the bud. All the varied expressions of God reflect health, holiness, immortality ? infinite Life, Truth, and Love? (p. 518).

Clearly, those riches are not dependent upon the size of one?s home or the opulence of its contents, and are not reserved for only the gifted or lucky few. Jesus said, ?Fear not, little flock; for it is your Father?s good pleasure to give you the kingdom? (Luke 12:32).

Many would be thrilled to have a clean, safe apartment of any size in a crowded city, and rightfully so. Tucked away on a side street away from the hustle and bustle of Oxford Circus, this Warehouse location can be a safe haven from the shopping madness! With that said, this location lacks in size and has an awkward layout. When you walk in, you are greeted with the most recent Collection, a pleasant Warehouse employee and then quickly, a staircase down to the rest of the shop. I have seen a few shoppers turn to leave at the sight of the stairs and I hope most people make the effort to venture downstairs.

The merchandising at this location does make the most out of the store's layout, and I rarely have trouble understanding the flow of the collections. You do have to double back on yourself to find the fitting rooms after you have made your way down to the very end of the shop. Maybe it's planned that way so you have a second look at all the clothes you have passed ;)

If you are a sale shopper, always head straight downstairs and towards the back of the shop near the cash desk. That's where I almost always find the sale. As this location is smaller, I have found it doesn't carry every single style I see on the website but it's a great place to start. The staff are friendly and if you are in the area, there's no excuse not to stop by!

MOGADISHU, Somalia - Members of Somalia's new parliament hold a vote to name a new president of the fledgling government on Monday, which marks the end of eight years of rule by a U.N.-backed leadership structure known as the Transitional Federal Government.

A committee tasked with the selection of the new parliament members released a list of the new 215-member parliament Sunday. The parliament will eventually have 275 members, but it currently has enough members to hold a vote for president by secret ballot.

Security has been tightened across the capital ahead of the vote with police and military troops patrolling the streets

The U.N. and other international partners helping the political process said Sunday that Somalia faces an unprecedented opportunity for greater peace and stability.

"The conclusion of the Transition should mark the beginning of more representative government in Somalia," a statement from international partners, including the U.S. and EU, said. "Whilst Parliament remains a selected rather than elected body, it is essential that it cuts its ties with the past of self-interest and warlordism, and is populated by a new generation of Somali politicians, including the proper representation of Somali women."

Somalia devolved into anarchy in 1991 and hasn't had a fully functioning government since. But life has improved remarkably in Mogadishu over the last year, and the international community ? if not Somalis themselves ? hold out hope that the new government will expand its powers and provide services to the country.

African Union and Somalia troops pushed al-Shabab militants out of the capital in August 2011, setting the stage for political progress.

But Somalia still has a long way to go. Many of the candidates for Monday's presidential vote ? including current President Sheikh Sharif Sheikh Ahmed, Prime Minister Abdiweli Mohamed Ali and the parliament speaker Sharif Hassan Sheikh Aden ? already serve in a government that has been hammered by corruption allegations.

Behind-the-scenes political efforts involving bribes and intimidation appear to have marred the selection of the parliament. The U.N. has warned repeatedly of "spoilers" in the selection of the body.

Though residents can't vote, political campaigns are still in high gear as candidates try to win last-minute political points in hopes of leading this war-scarred Horn of Africa nation. Election posters hang on buildings and from cars.

Some candidates for parliament have been disqualified for having criminal backgrounds by the selection committee.

Earlier this month Somali leaders endorsed a new provisional constitution that expands rights for Somali citizens. The U.N. ? which helped broker the constitution and is in charge of this weekend's political votes ? hopes that one day all of Somalia will be able to vote to endorse or reject the constitution.

Even the parliament and presidential vote is a sign of progress. Previous political meetings were held outside Mogadishu or in neighboring countries because militants then controlled Mogadishu.

The Animal Welfare League of Alexandria is looking to find as many homes as possible for their adoptable animals this summer.

From August 15 to September 21, The Animal Welfare League is hosting a variety of Back-to-School adoption events to start the new academic year with four weeks of adoption discounts and unique promotions, which will vary each week.

From now until August 21, all dog and cat adoption fees will be reduced by 50%.

From August 22-28, parents with children enrolled in school will receive a discount of 50% on all adult animals.

A. I have just designed a craft space that really works for hobbies, gift wrapping and those hands-on homework projects that the whole family gets persuaded to help with.

The challenge is to have all your supplies for various projects easily accessible and in plain view. My creative spirit really takes off when I?m not stymied by lack of the right tools.

Treat yourself to a large work surface. Here, I have placed a flat-front hollow-core door on top of two cabinets. It makes a sturdy table with lots of storage underneath. Install track panels (like are used in garages) behind the table. These are perfect for storing wrapping paper, scissors, ribbon, yarn and tape.

Store paintbrushes and markers in empty paint cans. One or two file boxes will keep instruction books, magazines and other inspirational papers neatly filed.

A magnetic idea board is a practical way to keep track of important dates, ideas for future projects and the kids? artwork. To make one, tape off the space you require, apply a good-quality magnetic primer, then cover with regular paint.

Q. I am looking for color advice for our living-room fireplace. The fireplace is white stucco, and the surrounding walls are shades of mossy green. Maple cabinetry flanks both sides of the fireplace. I feel that the stark white sticks out too much and wonder about painting it a dark red or tan shade. What color would you suggest, and also, how do I paint over stucco?

A. Last question first: There are different kinds and qualities of stucco. Since this is a fireplace, I imagine it is smoothly textured. Clean any soot or dirt off the stucco with a brush, followed by a wash with a heavy-duty cleanser such as TSP, which will cut through any grease. Let dry, then apply a high-hide primer meant for glossy surfaces. Apply two coats of paint with a stucco roller, which is designed to get the paint into all the nooks and crevices.

As for color, the mossy green suits your maple cabinetry. If you prefer to have the fireplace blend in, then continue the wall color over the fireplace, or go a few shades darker. The dark red is a great option to highlight the fireplace in a more subtle way than the white.

A. You have three colors, which is a good number for an exterior palette. Look for blue shutters in a shade that comes close to the color of your roof shingles. The blue and white will look fresh, a truly traditional combination, and the red door makes a perfect accent, very welcoming.

DETROIT (AP) ? A jury on Thursday awarded a gay University of Michigan student body president $4.5 million in his lawsuit against a former Michigan assistant attorney general who posted about him in an anti-gay blog.

The U.S. District Court jury ruled in favor of Christopher Armstrong, who claimed he suffered distress after a blog created by Andrew Shirvell accused him of enticing minors with alcohol and recruiting people to become homosexual.

"I'm just incredibly humbled by what happened today," Armstrong told The Associated Press. "This is truly a victory ? not just for myself, but for a lot of other kids out there."

Shirvell, who was representing himself, said the jury award was "grossly excessive" for what was "clearly protected speech ... and activity."

"This should have been thrown out," he said, adding that he plans to appeal. "Juries give short shrift to First Amendment rights."

Armstrong accused Shirvell of defamation as well as emotional distress for his actions on the blog, in Facebook posts and during visits to the Ann Arbor campus.

Then-Attorney General Mike Cox fired Shirvell in 2010 after he criticized Armstrong, who graduated last year.

Shirvell has said he viewed his blog "as a movement to get" Armstrong to resign. Shirvell argued he was acting within his First Amendment rights and that his statements were either true or protected because of Armstrong's role as a public figure.

Armstrong's attorney, Deborah Gordon, had said she would drop the lawsuit if Shirvell apologized and retracted his comments. Shirvell said that was disingenuous, since it wasn't until closing arguments that a multimillion-dollar award was brought up.

Shirvell said he's unemployed and "there's no way I could possibly ever pay such a judgment."

Gordon said the jury couldn't make him apologize, so the money was the only answer.

"We needed him to retract the flat-out fabrications he had come up with about Chris," she said. "Once he refused to take responsibility, we put it in the hands of the jury."
